Terms of Use

These terms apply to use of Delaware County Residents Directory. By using the service, you agree to these terms. If you do not agree, do not use the service.

1. Purpose and Status

Delaware County Residents Directory is a privately operated reference service. It discusses and links to public rolls, record indexes, and historical collections relevant to Delaware County, Pennsylvania. It does not host government records and is not affiliated with a government agency, court, library, or records custodian.

2. Lawful Use

Use the service and material reached through it only for lawful purposes. You may not use either to:

  • Stalk, harass, threaten, intimidate, or harm another person
  • Locate a person protected by a restraining or protective order
  • Commit identity theft, fraud, or another unlawful act
  • Make a decision regulated by the FCRA, including credit, employment, tenant, or insurance decisions
  • Scrape, copy, or republish material from the service at scale
  • Interfere with the service’s operation, availability, or security

3. Consumer Reporting Restriction

Delaware County Residents Directory is not a consumer reporting agency under the Fair Credit Reporting Act, 15 U.S.C. § 1681 et seq. Neither material on the service nor results supplied by a linked tool are consumer reports. They may not be used to decide eligibility for credit, employment, housing, insurance, or another FCRA-regulated purpose.

4. External Services

Official portals, libraries, and third-party services linked from the service have independent terms, privacy notices, availability, charges, and data practices. Delaware County Residents Directory does not control those outside services and is not responsible for their content, output, availability, or pricing.

5. Availability and Warranties

The service is offered on an “as is” and “as available” basis. No warranty is made that its information is complete, accurate, timely, or suitable for a particular use, or that an outside search tool will remain available or return an accurate result. Confirm a record with the custodian that holds it.

6. Limitation of Liability

To the fullest extent permitted by law, the operators are not liable for direct, indirect, incidental, consequential, special, or other damages arising from use of the service or a linked resource, including a decision based on a record or search result.

7. Indemnification

You agree to indemnify and hold harmless the service’s operators from claims, demands, losses, and reasonable attorneys’ fees arising from your misuse of the service or breach of these terms.

8. Intellectual Property

The service’s original wording, design, logo, and layout are protected by copyright. Links and brief attributed quotations are permitted. Republishing whole pages or systematically copying the service’s content is not permitted.

9. Changes to Terms

These terms may be revised by posting an updated version here. Continuing to use the service after an update constitutes acceptance of the revised terms.

10. Restricting Access

Access may be suspended, limited, or blocked for a user who violates these terms, misuses the service, or threatens its security. This action may be taken without notice where permitted by law.

11. Pennsylvania Law

These terms are governed by Pennsylvania law, without regard to conflict-of-law principles. Public-record requests to an agency may be governed by the Pennsylvania Right-to-Know Law, Act 3 of 2008, 65 P.S. §§ 67.101-67.3104, but the proper custodian and that custodian’s access rules control the actual record request.

12. Severability

If a provision of these terms is held unenforceable, the remaining provisions continue in effect to the extent allowed by law.

13. Questions

Questions about these terms may be sent through the Contact page.
